Un sistema istituzionale e amministrativo in grado di percepire i cambiamenti prima che avvengano e di ridurre i rischi e cogliere le opportunità che ne derivano si dice anticipante. Questo progetto, in una prospettiva interdisciplinare, esplora l’idea di anticipatory governance. In particolare, l’Unità di Viterbo si concentra sulla pubblica amministrazione e assume il diritto come prospettiva disciplinare privilegiata. L’ambizione è di identificare un insieme di azioni di riforma che consentano alla burocrazia di affrontare con resilienza le sfide poste dall’accelerazione e dalla complessità dei problemi politici e sociali.
La ricerca potrà avere un significativo impatto ai fini del rafforzamento della capacità amministrativa della burocrazia italiana, identificata come elemento chiave, o riforma trasversale del PNRR. Il progetto mira a identificare linee di riforma del sistema che, adeguatamente diffuse, possono rappresentare elementi di conoscenza utili al decisore politico e amministrativo per migliorare il funzionamento della PA.

Il progetto dedica una specifica attenzione alle competenze necessarie al civil service italiano per assumere un approccio anticipante. I risultati della ricerca potranno pertanto contribuire a caratterizzare i percorsi formativi univeersitari diretti a rafforzare tali competenze per dipendenti pubblici attuali e futuri.
