RECIPE

ABSTRACT

RECIPE (acronym of linking Research Evidence to poliCy ImPact and lEarning) will face a challenging set of issues regarding agricultural policy: how to design rural development measures for addressing new environmental challenges, how to develop more effective measures and how engendering more societal support.

RECIPE aims at providing the latest evidence of the effectiveness of rural development programme (RDP) in Italy, to enhance learning and improvement of RDP design and implementation towards the Green Deal aims of the European Union (EU). Since RDPs are implemented at a regional level, the local capacity to frame the appropriate interventions and to create the right incentives for farmers to participate is fundamental for the policy effectiveness. Therefore, RECIPE will specifically focus on three Italian regions: Lombardy, Lazio, and Sicily.

RECIPE will produce empirical evidence and data on environmental, social, and economic impacts of the RDP, will provide insights on planning and operational directives, indications on beneficiaries’ selection criteria, on level/dose of subsidies. RECIPE will recommend appropriate agri-environmental measures for the different Italian scenarios in terms of environmental, economic, and social contexts, considering stakeholders’ (farmers, policymakers, and consumers) perceptions and expectations. Lastly, RECIPE will generate guidelines and best practices in support of regional authorities to more effectively implement their RDPs, thus ensuring that the project results will continue to influence policy action.
