The economics of aquaculture with respect to fisheries

2nd CALL FOR PAPERS

BACKGROUND

Aquaculture is increasingly called upon to play an important multifunctional role in providing sea food, relieving depleted waters, both sea and fresh, from supplying fishes, producing juveniles to fill exhausted overfished stocks, increasing coastal and rural incomes and employment. Implementing the "responsible fishery", advocated by FAO (1995), is a complex effort, which implies wide adjustments also from aquaculture, both on land and at sea (mariculture). Meanwhile, serious problems face aquacultural plants from many points of view, since negative externalities are generated (pollution, landscape impacts, etc.), transaction costs keep growing due to administrative restraints, food safety and traceability are required in full details, and so on. At the same time, new challanges to aquacultural produce come from its competition to sea analogues, production and degree of differentiation and from the threat of discrimination due to alleged contamination from feeds. A comprehensive review of the state of arts is therefore needed, both from central authorities, such as FAO, the EU Commission, National and Regional administrations, and from scientific organisations, such as learned societies, research institutions, Universities, Academies, and so on. A forum for research workers in technologies, biology, economics, policy making, is strongly advocated, in order to exchange experiences, methodologies, case study analysis and so on.

OBJECTIVES AND TOPICS

The main objective of the seminar is to bring together economists and other scientists involved in this productive activity in order, first, to be acquainted with their domains, on a wider scale with respect to previous experiences, and, second, to integrate their work, so as to generate a more comprehensive effort providing, not only a solid theoretical background to problems to be dealt with, but also effective optimisation from the managerial point of view, as well as appropriate solutions, balancing private and public goods.

One important focus of the seminar will be on the opportunities for and interactions between artificial fish rearing and restocking depleted natural populations at sea. Key questions are:

what are the economic benefits?
-
how can substitution be effective?-which are the trade-offs, or complementarities between aquaculture and fishery? Another focus will relate to aquacultural production and its externalities, both on land and at sea. Environmental considerations provide the necessary framework and relevant constraints. Key questions are:
-
what is the role of environmental conditions on fish production?

-how to evaluate and internalise externalities, both at sea and on land?

-
what is the impact of multifunctional activities?A further issue will relate to market problems, such as competition, food security, hygiene, traceability and so on. Key questions are:
-
What degree of substitution is therein expenditure on proteins between fish, beef lamb, pork, dairy products and eggs?

-to what extent the reared fish substitutes for marine catches?

-
what can be the contribution of reared havelings to marine supply of fishes?
-
how effective are traceability procedures?Keynote speakers at the seminar will come from FAO- DG Fisheries, EU Commission-DG Fisheries, the Italian DG Fishery and Aquaculture (hosting), the EAAE Executive Committee, the European Aquacultural Society, distinguished scholars from America and Europe, to provide invited papers on their specific domains and leading the contributed papers.

 

LANGUAGE AND COMMUNICATION

The language to be used in the papers, presentations and during the seminar will be English. All communications will by E-mail. Summaries and papers should be sent as attachments to e-mail messages. If papers are accepted for printed Proceedings (funds permitting), they should be sent as camera-ready copy. All accepted papers will be made available on CD Rom to be distributed during the Seminar and will be posted on its web-site.

ORGANISATION

The seminar is limited to 50-60 participants providing papers, or contributing to the organisation as chairperson, rapporteur, etc. Priority is given to authors of accepted papers. DATE AND LOCATION

The seminar will be held from December 9 to 10, 2005, at the location of the Marine Environmental courses of the University of Tuscia in Civitavecchia, main harbour to Sardinia, 50 miles north of Rome. Additional information on travel and accommodation will be provided at a later date. The seminar will start on Friday 9th morning and will close on Saturday evening, including plenary sessions (N°2), concurrent contributed paper sessions (N°3) and on Sunday 11th a visit to the Orbetello lagoon by bus, ending up in Fiumicino airport by 17.00 hours .

REGISTRATION AND PARTICIPATION COSTS

The cost per person for attending the seminar is € 350,00 for two full days attendance only, and € 425,00 for three full days including the field trip (lunch and return to Fiumicino airport by 17.00 h), for members of the EAAE. This covers registration fee, accommodation (single room for two nights/three nights), refreshments, lunches and dinners, as well as a CD-Rom copy of the accepted abstracts and available papers, upon arrival, and a printed copy of the proceedings later on. Fees do not include accommodation in Rome, or transportation to and from C ivitavecchia. An additional € 35,00 (for membership to EAAE) is required by non members. 10 participants with accepted papers, will be granted reduced fees according to criteria suggested by cthe EAAE Executive Committee.

1st September 2004 1st announcement of the seminar on the web-sites of EAAE and other related learned associations and first call for papers;

1st March 2005 former deadline for submission of two pages abstract, to be evaluated by two referees in blind review process; 

11th April 2005 second call for abstracts;  

1st May 2005 notification of acceptance of the abstracts submitted according to 1st call;

30th June 2005 new deadline of last call;

15th July 2005 notification of acceptance for the abstracts of last  call;

1st July–30th September 2005 payment of participation costs;

1st September 2005 deadline for full papers to be included in the CD Rom, available at the venue of the Seminar.

1st October 2005 increase by 10 % of participation costs, for new comers;

8st December 2005 , at 15.00 beginning of registrations at the venue of the seminar by participants ,continued the day after; 

9th December 2005, at 10,00 official opening of the seminar
